During Chapter 6, Emily tries contacting the service with or without Matt from atop the Fire Tower. After Emily's attempts in demanding help, the Park Ranger will tell her they will send help after storms have subsided, and the service launches a helicopter to retrieve any survivors from the Washington Lodge at dawn.
